Richard D. Bull, III, P.E.

Specialist in differing site conditions, CPM scheduling, schedule delay analysis, and damages for loss of efficiency, disruption, and acceleration. Experience:

Mr. Bull has over 25 years experience in program and construction management, the analysis and resolution of claims, and has provided expert witness testimony.

Mr. Bull has been in charge of the management and resolution of over $500 million in construction claims.  These claims encompassed allegations of differing site conditions, design errors and omissions, delay, disruption, acceleration, and termination.

Mr. Bull's experience covers:  management in a consulting environment, project management, design engineering, construction management, construction engineering, construction claims, CPM scheduling, and cost engineering.  Other areas of expertise include:  project organization, finance and control; design consultant and contractor selection; contract drafting and negotiation; contract compliance audits; dispute negotiation and resolution; claim prevention and management; and surety work.  Mr. Bull has been in responsible charge of the design, development, and implementation of computerized design, drafting and project control systems; cash flow management; cost reporting; records management; and material control.

Project and Construction Management, Construction Claims, and Expert Witness Services As a Principal of Abacus, Mr. Bull provides company direction and support to the management of programs and the analysis of claims.  He serves as Principal-in-Charge on numerous program management, construction management, forensic engineering and claims assignments.  Mr. Bull's experience includes:  industrial, commercial, residential, hospital, drinking water, wastewater, power, process, and transportation projects in the public and private sector.  His extensive knowledge and broad-based experience in program and construction management greatly enhances an on-time and on-budget project delivery with no surprises along the way.  He is highly skilled in the preparation and analysis of complex schedule-based claims for delay, disruption and loss of productivity.  He serves as a consulting and testifying expert in mediation and litigation.  He is also a course instructor for Abacus Seminars specializing in the training of architects, engineers, and project managers on the subjects of construction contract administration, CPM scheduling, and the preparation and analysis of claims.
